Patrick O’Carroll is faculty and frequent guest lecturer at the Summer Institute for Public Health Practice for NWCPHP.

Patrick is currently a Rear Admiral and Assistant Surgeon General in the US Public Health Service, serving since January 2003 as the Regional Health Administrator for Region X. As the Regional Health Administrator, Patrick serves as the region’s principal federal public health physician and scientist representing the Assistant Secretary of Health and the US Department of Health and Human Services. He also holds Affiliate Professor appointments in the Departments of Epidemiology and Health Services at the University of Washington School of Public Health, and in the Department of Biomedical Informatics and Medical Education in the School of Medicine.
