If you don't have time to write the business plan, you probably don't have time to implement a new program. In any case, it is difficult to launch and sustain a program that you haven't taken the time to plan.

More often than not, the result of a business plan is that it isn't implemented. To make the planning effort worthwhile you have to believe that it is OK to decide not to proceed with a project. The best business planners tell the truth: they don't try to sell themselves.
