Fargo Flood 2009: Rising River, Falling Snow
Description
In March 2009 the Red River in Fargo, ND crested at record breaking levels. In this online, interactive session presenters from Fargo Cass Public Health will come together to share their local public health’s role in a major flood disaster. The session will also explore how they collaborated with other private, public, local and state entities in planning and implementing the safe evacuation of vulnerable populations.

Presenters
Doug Murphy, MBA, BMS, is a native of North Dakota and graduate of the University of Minnesota. He has been the owner and licensed funeral director of Price-Murphy Funeral Home for 15 years and has been in his current position at Fargo Cass Public Health for one year. Doug is involved in humanitarian projects building schools and clinics in rural Guatemala.
Ruth Bachmeier, MS, RN, has worked in the field of Public Health for the past twenty years, with the past 13 at Fargo Cass Public Health. She began her career at Fargo Cass Public Health as a Public Health Nurse and became the Director of Nursing a short time later. She has been in the position of Director for the past 18 months. Ms. Bachmeier received her undergraduate degree in Nursing from Jamestown College, Jamestown, ND and her graduate degree in Public Health Nursing from the University of Minnesota. Ruth is a Year 13 graduate of the National Public Health Leadership Institute, North Carolina Institute for Public Health. Ruth is married and the mom of two teenage children.
John R. Baird, MD, MPH, is Health Officer for Fargo Cass Public Health and also works for the North Dakota Department of Health as a field medical officer and chief of the special populations section. Previously, he was residency director of a family medicine program and is a clinical professor at the University of North Dakota School of Medicine. He was medical director of Family Healthcare Center, a federally funded community health center in Fargo, before which he was in private practice. He has participated in medical visits and consultations in ten foreign countries. Dr. Baird received his undergraduate degree in electrical engineering and earned his medical degree from Washington University, St. Louis, in 1978. He completed his MPH degree in 2008 in Public Health Practice in the Executive Program at the University of Minnesota.

- Identify the role of local public health during a major flood disaster
- Recognize the importance of collaboration and cooperation during a major flood disaster
- Evaluate the risks, benefits and decision making involved in evacuation vulnerable populations
