Dead or Alive: Managing Both in Mass Fatality Incidents

Disasters are often best remembered by the number of dead left in their wake. Mass fatality incidents are not something that traditional emergency responders or healthcare professionals often care to dwell on. But developing fatality management infrastructure is critical for local jurisdictions and must include a multi-disciplinary approach. Not only is it important to identify and return the dead to their families, it is also imperative to use the best practices to protect our workers in the aftermath of such an event. This online, interactive session will provide insight into these and other fatality management priorities.

Presenter
Marty Luna, D-ABMDI, is the coroner
for Laramie County, Wyoming. He previously served as the strategic planning administrator for the Denver Department of Safety
Urban Area Security Initiative (UASI). Prior
to joining Denver UASI,
Marty was a training coordinator and instructor for Texas A&M University System’s
Emergency Services Training Institute in the Weapons of Mass Destruction Incident
Management Program facilitating
training for emergency responders in the management of terrorist events. Marty served 19 years with the Cheyenne Police
Department prior to becoming director of Laramie
County emergency management in 1998. Mr. Luna holds an AAS degree in criminal justice and is a graduate of the 176th session of the FBI National
Academy. In April 1998,
he completed FEMA’s Emergency Management Institute’s Professional Development
Series, and in
June of 2005, was appointed a certified instructor for the U.S. Department of Homeland Security
as well as was certified as a hazardous materials operations level responder. Marty is a member of the American College of Forensic Examiners, and is a
diplomate of the American Board of Medicolegal Death Investigators. He serves
as a coach in power lifting for Special Olympics of Wyoming.
