Emergency Plan Implementing Procedures for All Hazards Preparedness and Response

This online, interactive session will provide an example of a local health department's approach to developing and implementing an all hazards emergency response system. The speaker will discuss how an agency's "All Hazards Emergency Plan" should be used to define requirements and polices, and then, how to organize and develop a set of procedures to implement those requirements and policies.

Presenter

Jim Price has twenty-one years of experience in emergency preparedness, including fifteen years at a variety of government-owned high hazard (nuclear and chemical) facilities; three years in commercial nuclear power; and three years at Tacoma-Pierce County Health Department (TPCHD).

Mr. Price is currently the Regional Learning Specialist for Region V in Washington State. In addition to this role, he is responsible for developing and maintaining the TPCHD's "All Hazard Emergency Plan" and associated Emergency Plan Implementing Procedures (EPIPs); providing training to the local health jurisdiction's emergency response organization (ERO); and developing exercises to validate the TPCHD emergency response system. He was the Co-Lead in developing the April 2006 county-wide, full-scale preparedness drill code named: Tahoma Resilience.

Learning Objectives

By the end of this session participants will be able to:

  • Describe the purpose of an emergency plan.
  • Differentiate between a plan and a procedure.
  • Explain the relationship between an all hazards emergency plan and the Emergency Plan Implementing Procedures (EPIP).
  • List the steps for developing EPIPs.
  • Summarize how to organize a set of EPIPs.
  • Discuss the need for a process for administrative review and approval.
