Cross Border Collaboration: Tracking Infectious Diseases and Responding to Emergencies in the Pacific Northwest

Presenters

John Erickson, MS, is a special assistant with the Washington State Department of Health (DOH) and director of the Public Health Emergency Preparedness and Response program. He coordinates the overall agency work on emergency preparedness. He also administers the bioterrorism cooperative agreements with the Centers for Disease Control and Prevention and the Health Resources and Services Administration. As such he is involved in all aspects of biological, chemical and radiological emergency planning with Washington State's hospitals, local public health agencies, and other federal, state and local partners. Prior to this he worked in DOH Division of Radiation Protection, joining in 1982 as an environmental health physicist, and becoming the director in 1996. John received his training at the University of California at Los Angeles and the University of Washington. He holds an MS degree in nuclear chemistry.

Wayne Dauphinee, BPE, MHA, is the executive director of the Emergency Management Branch, British Columbia Ministry of Health, in Victoria, British Columbia. He is a qualified health administrator and emergency manager with over 35 years experience in the field. Wayne's academic qualifications include an undergraduate degree in Physical Education and graduate degrees in Health Administration and Strategic Studies. Wayne is responsible for the ministries corporate emergency management process, including: disaster preparedness planning; and guiding the development, implementation and management of disaster management policies and practices. During an emergency his responsibilities include providing functional direction, coordination and support to regional Health Authorities. He is co-chair of the Federal/Provincial/Territorial (F/P/T) Emergency Preparedness and Response Expert Group, and is a member of the National Pandemic Influenza Committee, and the F/P/T Council of Health Emergency Management Directors.

Description

This online, interactive session will provide an overview of the evolution of what has become a highly regarded annual workshop on emerging public health threats and a forum for cross border collaboration on a wide range of related topics. The presenters will discuss the challenges faced by states attempting to formalize an agreement with a foreign government. This will include an examination of the Pacific Northwest Emergency Management Arrangement.

Learning Objectives

By the end of this session participants will be able to:

  • Summarize cross-border public health initiatives
  • Explain considerations of federal law governing formation of state cross border agreements
  • Describe the content of selected existing Canadian/State agreements
  • List the details within the Pacific Northwest Emergency Management Arrangement
