Applying Principles of Planning to Mass Dispensing

This forum will provide an overview of principles of planning, as well as an example of applying these principles to the specific planning activities involved with use of the Strategic National Stockpile and mass dispensing clinics.

Learning Objectives

By the end of this session, participants should be able to:

Principals of Planning:

  1. Describe the definition, purpose and practical value of planning.
  2. List the basic questions that any plan must address.
  3. Describe the relationship between planning and evaluation.
  4. Compare and contrast the difference between process and outcome.

Applications to Mass Dispensing:

  1. Explain what the Strategic National Stockpile (SNS) is & how and when it can be utilized.
  2. Describe roles for public health leaders and front-line workers in activating, receiving, and dispensing the SNS.
  3. Identify key operational factors involved in planning, set-up, and operation of mass dispensing clinics.

Appropriate Audience

  1. State and local health department directors, managers, coordinators
  2. Staff involved in planning and coordinating state and local Strategic National Stockpile (SNS) activities
  3. All other public health staff involved in developing plans

William W. Dyal is the Director of Population Based Services for the DeKalb County Board of Health. Population Based Services includes the Division of Health Assessment and Promotion, the Division of Environmental Health, the Center for Public Health Preparedness,and the Center for Community Health Transformation. Prior to joining the DeKalb Co. Board of Health, Mr. Dyal spent 32 years with the CDC. During his last two years with CDC he was a Visiting Professor of Public Health Practice at the University of Texas School of Public Health, Houston. He previously served as Director of the Division of Public Health Systems in CDC's Public Health Practice Program Office. In that role, he initiated the development of the Assessment Protocol for Excellence in Public Health (APEXPH) and provided the vision and leadership that led to the development of the CDC Public Health Leadership Institute. Mr. Dyal began his career in public health as an EIS Officer in CDC's Statistics section.

Andy Stergachis is Professor of Epidemiology and Affiliate Professor of Pharmacy, NWCPHP, and Interim Chair of Pathobiology, University of Washington (UW). From 1998-2002, he was Chief Pharmacist at drugstore.com. Previously, he was Chair, Department of Pharmacy and Director, Program in Pharmaceutical Outcomes Research and Policy at UW. He earned his pharmacy degree from WSU and his M.S. and Ph.D. from the University of Minnesota. Dr. Stergachis participated as a controller and data collector in TOPOFF2, served on the Board of Directors of the Washington Poison Control Center, served as a member of the Institute of Medicine (IOM) Committee to Study the Interactions of Drugs, Biologics, and Chemicals in Deployed U.S. Military Forces, and the IOM Committee on Poison Prevention and Control. He is Chair of the Washington State Pharmacists Association Emergency Preparedness Committee and assists the State of Washington and Public Health-Seattle & King County's Strategic National Stockpile-related activities.
