The Committee on Transportation and Infrastructure is busy this week
with legislation in the US House about transportation reform. It is the
largest transportation reform bill since the interstate highway system
was created in 1956. So, not surprisingly, this bill has tremendous
impact on the health of our communities, the accessibility of active
transportation, and the direction of our local, state, and national
transportation networks.

According to the Transportation and Infrastructure Committee, the
American Energy and Infrastructure Jobs Act will reform and streamline
programs, cut red tape in the project approval process, increase states'
flexibility in determining their most critical transportation needs,
and encourage private sector participation in financing and rebuilding
infrastructure. David Goldberg will discuss this new bill and its
implications for health and safety.

The Northwest Center for Public Health Practice and the Department of Urban Design and Planning invite you to attend the monthly meeting of the Seattle Healthy Places Research Group (HPRG). This group welcomes public health and planning faculty, researchers, students, practitioners, and others interested in exploring the relationship between the built environment and the health of communities.

David A. Goldberg has been a leader in the movement for
smarter development, sustainable communities and transportation reform
for over a decade. As communications director for Smart Growth America,
David assisted dozens of organizations at the national, state and
local levels in developing winning messages and building a movement
around those issues. A nationally recognized journalist, he is the
author of Choosing Our Community's Future: A citizen's guide to getting the most from development, and Rethinking the American Dream, a popular handbook for journalists covering planning issues. David helped to write the groundbreaking book Growing Cooler: The Evidence on Urban Development and Climate Change, and he has testified before Congress. David is currently the communications director for Transportation for America.

On the evening of May 22, 2011, a ½ mile-wide tornado ripped through
Joplin, Missouri (pop. 50,000) destroying 30% of the city in ten
minutes. It traveled at an unusually slow rate of 10 miles per hour and
was on the ground for 32 minutes. The category EF-5 tornado, indicating
winds stronger than 200 mph, is listed as one of the deadliest on record
and resulted in over 1,000 injuries and 161 fatalities. The storm
severely damaged one of two regional medical centers, Saint John’s
Hospital, necessitating the evacuation of more than 100 patients. Cell
towers, lumber yards, and grocery stores-vital response and recovery
tools-were also destroyed. Despite the destruction, community members
responded with characteristic perseverance and resiliency.

In the January Hot Topics session, Joplin Police Chief, Lane Roberts,
recounts the events of the storm from the early warning signals to the
community’s recovery. Roberts also discusses the details and decisions
that made this a successful coordinated response between state and local
emergency management staff. At the end of the session, participants
will be able to recognize the characteristics of a tornadic event and
compare the nature and success of this response to other disasters.

These monthly Web-conferencing events, sponsored by the Northwest Center for Public Health Practice, provide an authoritative hour-long forum for discussing topics that are important to the public health practice community and the tribal health units in the six Northwest states: Alaska, Idaho, Montana, Oregon, Washington, and Wyoming.

Vaccine Hesitancy

It’s hard to think of a more controversial child health topic than
immunizations. Although 70% of parents report no concern about
recommended vaccines, exemptions from school entry are rising at a rate
that startles many long-time public health workers. In the past decade,
the proportion of parents who are vaccine hesitant has increased from
22% to 39%. While input from the scientific community shapes the US
Immunization schedule, vaccine coverage must be achieved and sustained
at the local level with each year’s birth cohort. In the December Hot
Topics session, you will learn about the origins, nature, and scope of
vaccine hesitancy and strategies to address parents' concerns. How do we
balance the state’s duty to protect a community's health with an
individual’s right to choose?

Dr. Edgar Marcuse, MD, MPH, FAAP, will discuss these and other
ethical issues underlying the current immunization debate. He will offer
examples of effective risk communication techniques to assist parents
to cope with the morass of conflicting information they may encounter.
In this session, you will also learn how Washington State, which leads
the nation in school-based exemptions, is tackling the issue.

In 2000, NWCPHP created the Regional Network Steering Committee (RNSC)
with representatives from our partner states: Alaska, Idaho, Montana,
Oregon, Washington, and Wyoming. The Committee acts as a sounding board
