The passage of the Affordable Care Act in 2010 set the stage for transformational change in both public health and medical care delivery. Although there has been significant debate about the implementation of the act, some states are taking advantage of this opportunity to form new collaborations. Oregon is one such state and is leading the reform through the development of coordinated care organizations, networks of providers working together.

In the December Hot Topics Jean O’Connor, JD, DrPH, Deputy Director of the Oregon Public Health Division, will discuss the origins and progress of the movement toward coordinated care organizations in Oregon. O’Connor will also explain how the implementation of coordinated care organizations will dramatically change how care is delivered by focusing on prevention, fostering accountability, reducing waste, and lowering costs. This new model offers exciting opportunities for public health to better address the social determinants of health, take on new leadership roles, and work with communities to improve health outcomes.

Presenter
Jean O’Connor, JD, DrPH is the Deputy Director of the Oregon Public Health Division within the Oregon Health Authority. Her responsibilities include leading policy and strategy activities for the Division, overseeing the State’s public health preparedness and accreditation activities, and helping to ensure public health’s engagement in the transformation of Oregon’s health system. Before returning home to Oregon, she worked extensively with CDC and other agencies within the US Department of Health and Human Services. O’Connor is an Adjunct Professor with the Rollins School of Public Health, where she has taught public health law and policy since 2004 and was named Outstanding Adjunct Faculty in 2009. She earned a Bachelor of Science in Human Biology, a Master of Public Health, and a Doctor of Law from Emory University. She holds a Doctor of Public Health in health policy from the Executive Leadership Program at the University of North Carolina at Chapel Hill.
