The passage of a 2005 law prohibiting smoking in public places was a victory for disease prevention in Washington State, but it wasn’t the end of the battle. Since then, the increased presence of hookah lounges and electronic cigarettes and the legalization of marijuana have presented new challenges for public health agencies tasked with enforcing the law.

In the December Hot Topics, representatives from four local health jurisdictions discuss their experiences developing policies and enforcing laws to promote smoke-free air in public places. The presentation emphasizes how legal codes can vary by county and how they are being used to protect health.

Presenters:

Keri Moore, MPH, is a Healthy Communities Specialist at the Snohomish Health District. She works on policy, systems, and environmental changes to promote healthy eating and active living and to reduce tobacco use.

Gregory A. Jacoby, JD, has practiced law for 25 years and is a shareholder with the Tacoma firm McGavick Graves, P. S. He has served as General Counsel for the Tacoma-Pierce County Health Department since 2009 and advises the board of health and department staff on legal matters relating to public health issues.

Scott Daniels, MS, is the Administrator of the Kitsap Public Health District in Bremerton, Washington. His job includes expanding policy initiatives to reduce chronic disease rates and addressing health disparities in Kitsap County.

Scott Neal, MBA, is the Tobacco Prevention Program Manager for Public Health - Seattle & King County. He has more than 16 years of experience in tobacco prevention and control as well as extensive experience assessing, developing, and implementing policies with local and state decision-makers.
